Vietnam // New decision-makers in Hanoi

 Since 26 January 2026, and until 31 December 2028, the People’s Committees at the commune/district level in Hanoi, the capital of Vietnam, are now responsible for managing the main procedures related to foreign employees working in the capital (excluding industrial zones and technology parks). Their jurisdiction is determined based on the place of professional activity.

 

These authorities take over from the Hanoi Department of Home Affairs (DOHA) for the issuance, renewal, extension and revocation of work permits and work permit exemption certificates, and the receipt of notifications from employers.

Longer processing times

 

The transition to local authorities requires adjustments to the online system, which may result in temporary slowdowns or delays in the issuance of authorisations. It is recommended that you allow for additional time for work permit procedures during this period.

 

Potentially different local requirements

 

Local authorities may request additional documents or impose procedural steps not previously required by the DOHA. Differences may also exist between municipalities, resulting in revisions or resubmission of files.

 

Increased coordination with local authorities

 

More regular monitoring and proactive communication with local authorities will be necessary, particularly during the initial implementation period.
