The decree of 21 August 2025 modifies the minimum remuneration for obtaining ‘Talent Salarié qualifié’ and ‘Talent Carte bleue européenne’ types of French residence permits.

Expected since the law of 30 April 2025 and the implementing decree of 13 June 2025 (mentioned in our previous article), the new thresholds for eligibility for the scheme are now known:

• €39,582 gross annual base salary for the Talent Salarié qualifié status. This applies to young graduates who have obtained a degree at least equivalent to a Master’s degree from a French school, employees of an innovative company and employees on intra-company assignments. This new threshold represents an increase for employees on assignment and a significant decrease for young graduates, who were previously indexed to the minimum wage (their threshold was previously €43,243 gross annual base salary).

• €59,373 gross annual base salary for Talent Carte bleue européenne (1.5 x the reference salary), representing an increase of more than €5,000 per year on a salary that dated back to 2016.

As these levels are effective immediately, companies will need to incorporate the new thresholds before hiring new employees and also revise salary policies for eligible employees already hired in order to comply with national legislation.
