France // Update on travel restrictions

Since June 9, 2021, France has implemented new travel restriction measures taking into account the circulation of variants of Covid-19 but also the status of vaccination of travelers.

As such, the countries of origin are categorized according to their level of circulation of the virus and fall into three categories: green zone, orange zone and red zone. Travelers are, as to them, required to follow different rules depending on whether they are vaccinated or not.

Arrival from a green country

LIST UP-TO-DATE on 7 SEPTEMBER 2021

These are the countries of the European area (the United Kingdom is not part of it), to which are added Saudi Arabia, Australia, Bahrain, Brunei, Canada, Chile, Korea South, United States, Hong Kong, Israel, Japan, Jordan, Lebanon, New Zealand, Singapore, Taiwan, Ukraine, Union of Comoros, Uruguay and Vanuatu.

These travelers are authorized to enter mainland France for any reasons, regardless of their vaccination status. Thus, posted workers and business travelers, for example, can enter without restriction. The negative PCR test is still required in the absence of a vaccination certificate, and the sworn certificate of absence of symptoms is also necessary at the border.

Update 17 July : Spain, Portugal, Cyprus, the Netherlands and Greece are under scrutiny and a -24h negative test is required upon departure for travellers not vaccinated.

Arrival from an orange country

These are the majority of countries in the world, which are neither “green” nor “red”.

Update 17 July : Fully vaccinated travelers (1-2 injections depending on vaccine + delay since last one) can enter France from an orange country with no imperious reason and no PCR requirement. The below accordingly stands for non-vaccinated travelers.

These travelers can come to France for any reason provided they have completed their vaccination for at least 2 weeks. Only the certificate of absence of symptoms is then required. In the absence of vaccination, the now well-known system of compelling reasons applies, and in terms of professional mobility only professionals with a “Passeport Talent” are allowed to enter (even if the consulates also issue the other visas, letting the Border Officers validate the traveler’s vaccination status). In addition, the certificate of absence of symptoms and the negative PCR test are required on boarding, and the 7-day self-isolation is strongly recommended.

Update 17 July : it is to be noted that the United Kingdom is part of the orange zone and a stronger regime is now in place: PCR or antigenic test of less than 24 hours is to be presented upon departure by travellers not vaccinated.

Arrival from a red country

The countries of the red zone are characterized by a particularly active circulation of the Covid-19 virus or by the spread of certain variants. These are the following countries: Argentina, Bangladesh, Brazil, Colombia, Costa Rica, Cuba, Georgia, India, Indonesia, Iran, Maldives, Morocco, Mozambique, Namibia, Nepal, Oman, Pakistan, DRC, Russia, Seychelles, Suriname, Tunisia and Turkey.

Update 17 July : Fully vaccinated travelers (1-2 injections depending on vaccine + delay since last one) can enter France from a red country with no imperious reason and no quarantine on arrival. The below accordingly stands for non-vaccinated travelers.

Anyone who has visited these territories within 14 days, even if they request entry from another country (green for example) must comply with the regime applicable to travelers from the red zone.

Travelers from these countries are subject to a strict control regime, and the list of compelling reasons for entry is reduced to a minimum. “Passeport Talent” are excluded from the list of “compelling” exceptions and no professional visa is therefore issued by local consular posts.

In addition to the certificate of absence of symptoms, a PCR test of less than 48 hours will be required for any traveler over 11 years old, and travelers will be subject to a mandatory quarantine of 10 days upon arrival.
